Rick Offenbecher is the Chief Information Officer and Administrator for the Technical Services Division of the Wisconsin Department of Revenue (DOR); a 14 billion dollar state agency responsible for the administration of all major state tax laws and enforcement of the state’s alcohol beverage and tobacco laws.  As a member of the agency’s executive leadership team, Rick is responsible for providing vision and leadership for its technology strategy and ensuring that its technological capabilities are responsive to the agency’s overall business goals.

Since joining DOR in 1999, Rick has held roles of increasing responsibility within information technology including technical architect, chief of infrastructure and operations, and deputy division administrator. Under Rick’s leadership, DOR is consistently recognized as an innovative leader in the application of business technology within the IT and tax administration services industries.

Rick is currently serving as the Executive Chair for the State of Wisconsin IT Directors Council; a working group of state agency CIO’s and IT directors. This group advises state government decision makers on matters relating to information technology. In 2008, Rick received the DOR Outstanding Services Award for Innovation.  Prior to working at DOR, Rick worked in a variety of IT roles within the private sector, including positions at a global engineering company and a multinational teleservicing company.
