Steven Gutkin is the Deputy Director of the New Jersey Office of Homeland Security and Preparedness (NJOHSP). He was named to this position in August 2014. Deputy Director Gutkin joined NJOHSP in 2012, serving as Chief of the Preparedness and Critical Infrastructure Protection Bureaus.
Prior to joining NJOHSP, Deputy Director Gutkin served as Executive Director for the US Department of Homeland Security funded Regional Catastrophic Planning Team (NY-NJ-CT-PA), managing a $27-million budget and a multi-disciplinary team that developed regional response, coordination and communications plans for the four state region. He is a member of FEMA’s National Comprehensive Preparedness Guides (CPG) & Presidential Policy Directive-8 (PPD-8) Working Groups and a Certified Business Continuity Professional (CBCP).
Deputy Director Gutkin previously retired at the rank of Deputy Chief of Police for the Fairfield, New Jersey Police Department. He is an active member of the International Association of Chiefs of Police (IACP), the FBI National Academy Associates (FBINAA), and is a graduate of the 219th Session of the FBI National Academy.
Born and raised in Essex County, Deputy Director Gutkin holds a Bachelor’s degree from Thomas Edison State College.
